What is the Issue?
On November 4, Stark Countians are being
asked to continue support of a levy that helps people all over
our community. The Mental Health and Recovery Services Board
(MHRSB) is asking for a 1 mil levy over 10-years to replace the
current 1 mil, 10-year levy that expires in 2009. This county-wide
tax will guarantee uninterrupted service to thousands of citizens
dealing with mental illness and recovery issues all over our
community, giving them the strength to face another day.

Why is this levy needed? |

A:
The Mental Health and Recovery Services Board allocates over $39,000,000 annually to 20 different local organizations to fund programs that help people cope with and/or recover from mental illness and substance abuse. The $39,000,000 comes from federal, state and local taxes as well as public and private grants. Approximately $6,000,000 comes from local levy dollars. |

Q:
Why is the MHRSB levy appearing on the ballot as an additional
tax? |

A:
The question is, "When
is additional not additional?" This may sound like double-speak,
but it is a true question that needs to be explained to the
voting public.
There are two reasons why the MHRSB levy cannot be considered
a renewal or a replacement. Because the Mental Health and
Recovery Services Board is a new organization (being a
merger of the past Mental Health and Drug and Alcohol Boards,
Ohio Statute says that you cannot "renew" or "replace" a
levy to a newly formed organization).
Secondly, the levy that has been in place for the past
10-years specifically funded mental health issues only;
none of the funding went to pay for drug and alcohol-related
support. This new levy will benefit both mental health
and substance abuse programs, thus the word additional is the mandated wording for the ballot language.
So there you have it. Because
we are providing many more services, we must by law
call it an additional tax. The reality, however, is
we are simply asking for Stark County voters to vote
YES to continue paying the same tax you have been paying
for the past 10 years. More efficient use of your tax
dollars. Thousands of lives saved. Pretty good deal,
wouldn't you say? |

What Stark County agencies receive support from the MHRSB? |

A:
20 different agencies receive funding to be used specifically for mental health and recovery services. Those agencies include Canton Community KidSummit Against Drugs, Canton Friendship Center, Child and Adolescent Behavioral Health Center, Coleman Behavioral Health, Community Services of Stark County, Crisis Intervention and Recovery Center, Domestic Violence Project, Foundations: A Place for Education and Recovery Center, ICAN, Make-A-Way Drop-In Center, Multi-Development Services of Stark County, NAMI of Stark County, North Canton Playhouse/Spotlight on Youth, Northeast Ohio Behavioral Health, Pathway Caring for Children, Phoenix Rising Behavioral Healthcare and Recovery, Quest Recovery and Prevention Services, Stark County TASC, Trillium Family Solutions and Adult Mental Health Consumer Advocate. |

What type of programs and services do the agencies above support? |

A:
The array of programs and services
is wide. Some provide general help and support while others
are very specific in their focus. Here is a sampling:
- Diagnosis,
counseling and treatment for children, teens, adults
and seniors suffering from mental and emotional issues.
- 24-hour crisis, suicide prevention,
and hospitalization screening for people in crisis.
Counseling, treatment and recovery services for United
States veterans struggling with mental illness and substance
abuse problems.
- Counseling for women…and men…who
are victims of domestic violence, both physical and emotional.
- Counseling and medical and pre-natal
care for substance abusing women who are pregnant. Mental
health care for the homeless.
- Counseling for those suffering
from stress and depression or, even worse, bi-polar
disease and schizophrenia.
- Seniors who experience profound
grief after the death of a spouse.
